Blue Envelope program

Latest News Posted on September 19, 2025

Drivers with communication disabilities can let law enforcement know about their disability is through the Blue Envelope Program. This program provides drivers with a number of tools, including a blue envelope, a window decal, and a wallet card.

  • The Blue Envelope: This tool allows the driver to have all of the information they need in one place, making it easier to communicate with officers, and reduce anxiety during a traffic stop. Drivers record information about their disability on the outside of the envelope, and include copies of their driver's license, vehicle registration and vehicle insurance card.
  • Blue Envelope Window Decal: A window decal featuring a pictograph of a blue envelope discreetly alerts law enforcement and first responders that the driver participates in the program. In the case of an injury-related accident, the decal alerts them to look for the blue envelope, which contains critical information about the person.
  • Blue Envelope Wallet Card: The wallet card is a smaller version of the envelope that can be carried in a wallet, pocket or purse.
